Truck Turnaround Performance at Major Portuguese Terminals

Gate-to-gate turnaround benchmarks across Portugal

Average measured truck turnaround time at Portugal's primary container terminals varies significantly: the Port of Lisbon typically records around 80 minutes gate-to-gate, Port of Leixões averages 95 minutes, Port of Setúbal about 110 minutes, and Port of Sines often reaches 120 minutes during peak windows. These figures reflect combined processing at the gate, yard retrieval, chassis coupling, container release, and exit checks rather than in-yard dwell alone.

Comparative table: key operational metrics

Terminal	Avg turnaround (min)	% within SLA	Main delay drivers
Port of Lisbon	80	72%	Documentation, peak-hour queueing
Port of Leixões	95	65%	Yard congestion, chassis shortages
Port of Setúbal	110	58%	Gate capacity, customs sampling
Port of Sines	120	54%	Long yards, container rehandling

Operational bottlenecks and regulatory touchpoints

Terminal throughput is constrained by a combination of physical infrastructure and procedural controls. Key bottlenecks include gate processing (documentation and verification), yard retrieval (distance to container stacks and crane productivity), and the availability of chassis and qualified drivers. Regulatory processes such as pre-arrival declarations and customs inspections introduce variability: unscheduled inspections or incomplete Electronic Manifest submissions extend gate times by 20–40 minutes on average.

Peak-period dynamics and their impact

During weekly peaks—typically early weekday mornings and late afternoon—queues form at terminals' curbside access points, forcing carriers to absorb delay risk. Congestion not only increases waiting time but also raises operational costs through additional fuel consumption, driver hours, and potential penalties for missed delivery windows.

Operational improvements that reduce turnaround

Terminals that have implemented appointment booking, extended gate hours, and automated document checks show consistent improvements. Common measures and their typical impact include:

• Appointment systems: Reduce arrival clustering and can lower average turnaround by up to 25–30% when enforced with penalties for no-shows.
• Automated gate OCR and RFID: Cut gate processing time by 20–35% by removing manual data entry.
• Night gates and shift staggering: Smooth peak load and increase daily throughput without heavy capital expenditure.
• Pre-gate validation via Port Community Systems (PCS): Ensures paperwork is complete before arrival, minimizing waits for documentation checks.

Best-practice checklist for carriers and forwarders

• Use the terminal's appointment window and comply with booking SLA.
• Pre-register manifests and upload all required documentation to the terminal PCS.
• Coordinate chassis availability and pre-position empties when possible.
• Plan routes to avoid peak access times and consider night deliveries where offered.
• Track in-terminal container status in real time to avoid unnecessary trips.

How data and process design influence logistics costs

Every additional minute at the gate multiplies across fleets and lanes. A fleet of 50 trucks experiencing a 20-minute average delay adds more than 16 operational hours per day across the fleet—translating into higher labour and fuel costs and lower vehicle utilization. From the shippers' perspective, unpredictable turnaround increases working capital tied to inventory and may necessitate buffer stock, raising supply-chain costs.

Technology interventions that matter

Adoption of real-time yard monitoring, AI-based slot prediction, and integrated transport management systems (TMS) improves decision-making for carriers and terminals. For example, predictive yard models can prioritize container locations to reduce retrieval distance, lowering crane moves and gate dwell.

How GetTransport supports carriers under current conditions

GetTransport's global marketplace provides carriers with access to a broad pool of orders and flexible scheduling, enabling them to select assignments that match equipment, timing, and profitability constraints. By integrating platform data with route planning tools and real-time terminal performance indicators, carriers can avoid chronically congested windows and choose loads that maximize utilization.

Key advantages include: dynamic matching to profitable loads, transparent pricing and job details, and the ability to avoid overdependence on single large shippers' routines. This flexibility allows carriers to influence their income streams and reduce exposure to terminal-specific policy changes or service disruptions.

Implementation tips for carriers using marketplace platforms

• Prioritize jobs with terminals offering appointment systems and digital pre-gate validation.
• Leverage platform filters for terminal metrics and known average turnaround times.
• Negotiate dwell-time buffers into contracts to account for local delays.
• Use aggregated performance data from the marketplace to inform route and fleet allocation.

Policy and infrastructure levers for terminals

Terminals can reduce average turnaround by investing in yard layout optimization, increasing gate lanes, and standardizing verification workflows. Regulatory improvements—such as streamlining customs sampling protocols and broader adoption of digital manifests across EU ports—also contribute to faster truck flow. Collaboration across the terminal operator, port authority, and inland stakeholders (e.g., depots and feeder services) is essential to align incentives and reduce empty runs and repositioning.

Operational metrics to monitor

• Gate processing time (document check + ID verification)
• Yard retrieval time (time from gate release to container delivery)
• Chassis turn rate (availability per shift)
• Appointment compliance rate (booked vs. actual arrivals)
