U.S. Shipbuilding Infrastructure: Current State and Impact on Maritime Logistics

Introduction to the State of U.S. Shipbuilding Infrastructure
The condition of the United States' shipbuilding infrastructure presents significant challenges for maintaining naval readiness and meeting growing maritime security demands. This discussion delves into the age, capacity, and modernization of shipyards, and their consequential effect on the logistics and freight industries dependent on maritime transport capabilities.
Historical Developments Over the Last Two Decades
Historically, the U.S. invested heavily in both public and private shipyards, witnessing literally hundreds of shipbuilding and repair facilities during and after World War II. Over subsequent decades, this number substantially decreased. Today, only four government-owned shipyards remain operational, whereas private yards have concentrated on new ship construction but still face capacity limitations.
The Congressional mandate from 2018 sought to increase the Navy's combat fleet to 355 vessels; however, by late 2025, only 287 ships have been commissioned, revealing a shortfall of 20%. Maintenance delays and infrastructure aging have also contributed to the limited operational availability of the fleet. This long-term decline in shipyard numbers and declining industrial capacity has resulted in a bottleneck not only for military readiness but also for the commercial maritime sector relying on steady shipbuilding and repair throughput.
Current Situation and Implications for Freight Carriers
At present, the U.S. Navy's public shipyards—located in Norfolk, Portsmouth, Puget Sound, and Pearl Harbor—operate with outdated facilities largely inherited from prior centuries. Modernizing these yards remains a priority under the Shipyard Infrastructure Optimization Program (SIOP), which aims to update these facilities over a 20-year plan. Yet slow progress has meant ongoing inefficiencies in repairs and modernization, directly impacting the fleet's surge capacity.
Private sector shipbuilders, although more technologically advanced, still face constraints in scale, with only a limited number of yards specializing in specific ship classes like carriers, destroyers, and submarines. Additionally, workforce shortages and fragile supply chains further slow production. For freight carriers and the broader logistics sector, these delays translate to uncertainties in vessel availability and shipping reliability, potentially increasing costs and affecting supply chain timelines.
Key Public and Private Shipyards Overview
| Shipyard Type | Primary Function | Key Facilities | Challenges |
|---|---|---|---|
| Public (Government-Owned) | Maintenance, repair, overhaul (depot-level) | Norfolk (VA), Portsmouth (ME), Puget Sound (WA), Pearl Harbor (HI) | Outdated infrastructure, low throughput, slow modernization |
| Private (Commercial) | New construction of combatant vessels | Huntington-Ingalls (MS), Bath Iron Works (ME), Newport News (VA), Electric Boat (CT/RI), | |
| Fincantieri (WI), NASSCO (CA), Austal USA (AL) | Limited capacity, workforce shortages, supply chain fragility |
Statistical Insights Illustrating the Shipbuilding Gap
Congressional authorizations through fiscal year 2024 accounted for 94 ships, whereas only 68 have been delivered to date. Destroyer deliveries, averaging approximately two per year, fall well below the Navy's requirements, resulting in a prolonged timeline to meet fleet expansion goals. Critical programs like the Constellation-class frigate and Columbia-class submarines are behind schedule, compounding concerns over national defense and shipping industry impacts.
