Practical Measures to Improve Last-Mile Delivery in Belgium

Delivery constraints in Belgian urban and suburban networks
High-density Belgian cities often generate operational challenges for last-mile logistics: narrow streets, limited kerbside loading, and multi-tenant residential buildings increase turnaround times and the incidence of failed first-attempt deliveries. Brussels, Antwerp and Ghent dynamics require carriers to adapt routing, vehicle mix, and appointment logic to maintain acceptable on-time delivery rates and reduce return-to-depot cycles.
Three core operational levers to raise delivery success
Improving delivery success hinges on coordinated actions across planning, visibility, and local partnerships. The following sections break these levers down into actionable steps.
1. Optimize routes with granular constraints
Route optimization must incorporate more than distance: time-dependent traffic patterns, restricted access periods, loading zone availability, vehicle height/weight limits, and the density of multi-unit addresses all materially affect success. Implementing constraint-aware route planning yields shorter service times per stop and fewer missed deliveries.
- Use time-window stratification: allocate narrow appointment slots for high-priority customers and flexible windows for low-urgency parcels.
- Vehicle right-sizing: deploy cargo bikes or small vans in historic centres and medium trucks for suburban stops to reduce parking violation risks and delays.
- Dynamic re-routing: integrate live traffic and delivery exception feeds so drivers receive reroutes that avoid bottlenecks or closed streets.
2. Use real-time tracking and proactive customer communication
End-to-end visibility reduces unsuccessful attempts by aligning recipient availability with carrier activity. Real-time GPS tracking combined with ETA notifications and one-click rescheduling empowers recipients to confirm access or redirect deliveries before a driver arrives.
- Push SMS or app notifications with live ETA and a short link for changing delivery options.
- Offer contactless delivery instructions and photo confirmation to eliminate ambiguity at drop-off.
- Implement two-way messaging so drivers can request access or clarify address details in real time.
3. Collaborate with local carriers and parcel hubs for reliable last-mile service
Partnering with regional carriers and micro-hub operators improves coverage and reduces failed attempts in dense, restricted areas. Local partners understand municipal rules, preferred unloading points, and building access practices—knowledge that centrally managed fleets may lack.
- Establish cross-docking or micro-hub facilities near city centres to minimize in-city dwell time.
- Use hybrid models: national linehaul to regional hubs, local carriers for final delivery.
- Track key performance indicators (KPIs) for each partner—successful delivery rate, average dwell time, and exceptions per 100 stops.
Operational checklist for carriers and shippers
Apply the checklist below to systematically reduce failed deliveries and optimize resources.
| Action | Why it matters | Expected impact |
|---|---|---|
| Segment customers by delivery flexibility | Allows prioritization of precise appointments | Fewer missed attempts; better route consolidation |
| Introduce live ETA notifications | Prevents no-answers and recipient absence | Higher first-attempt success |
| Use local micro-hubs | Reduces in-city mileage and parking conflicts | Lower costs and improved reliability |
| Deploy mixed fleet (e-bike, van, truck) | Matches vehicle to access conditions | Faster deliveries in constrained areas |
Technology stack to support improved success rates
Invest in tools that connect planning and execution: advanced telematics, route optimization engines with constraint modeling, real-time visibility platforms, and customer-facing communication modules. Integration between TMS/WMS and last-mile dispatch systems reduces manual handoffs and data mismatches.
Key metrics to monitor
- First-attempt delivery rate
- Average dwell time per stop
- On-time delivery percentage
- Exception rate and root causes
- Cost per successful delivery
Legal and regulatory considerations in Belgium
Complying with municipal loading rules, emission zones, and privacy regulations for customer notifications is essential. Belgian cities increasingly restrict access for heavy vehicles during peak hours and enforce fines for improper loading; carriers must map these regulations into planning systems and train drivers on permitted operations.
How to implement these improvements on a phased timeline
Start with low-investment, high-impact measures and iterate:
- Introduce real-time notifications and basic ETA tracking (30–60 days).
- Segment delivery windows and pilot constrained routing in one city (60–120 days).
- Roll out micro-hub partnerships and mixed-fleet trials (120–240 days).
- Integrate advanced optimization and analytics for continuous improvement (240+ days).
Practical trade-offs and resource allocation
Higher delivery success often requires trade-offs in cost and complexity. Narrower appointment windows raise customer satisfaction but can increase empty running if not paired with better route density. Micro-hubs reduce in-city time but create fixed handling costs. Evaluate each initiative by measuring incremental improvement in success rates against incremental cost.
How GetTransport helps carriers navigate these challenges
GetTransport provides a marketplace and toolset that enables carriers to choose profitable loads, accept jobs that match their vehicle type and local knowledge, and adjust capacity dynamically. By exposing verified container freight and local delivery opportunities, the platform reduces dependence on single large accounts and enables carriers to fill gaps in their schedules with compatible orders. Real-time listings and transparent order details allow carriers to plan around access constraints and select lanes that maximize yield.
Optional statistics and operational context
Operational studies across European urban networks consistently show that improved ETA communication and local micro-hubs reduce failed-first attempts significantly and lower cost per delivery. Carriers that combine route optimization with right-sized fleets and active customer engagement typically observe the fastest gains in delivery reliability.
