Building RFQs That Deliver Comparable Carrier Quotes

Introducing the topic
This article explains how to create a standardized request for quotation (RFQ) that produces directly comparable prices from carriers and freight providers. It outlines practical structure, required data points, and how transparency in RFQs helps logistics stakeholders choose the best offers.
How RFQ practices evolved over the last two decades
Over the past 10–20 years, RFQs in freight and transport have shifted from informal, ad-hoc tenders to detailed, technology-enabled procurement instruments. Early digitalization allowed shippers and brokers to send mass email requests and compare high-level quotes. More recently, the rise of transportation management systems (TMS), electronic tendering platforms, and marketplace-style services pushed RFQ content toward standardized templates containing route-level costs, service terms, and line-item surcharges.
The trend toward standardization was driven by the need to reduce variability in quotes and to automate tender evaluation. As carriers adopted telematics, GPS tracking, and electronic proof of delivery, RFQs began requesting precise KPIs and service-level agreements (SLAs). This made apples-to-apples comparisons feasible for lanes, equipment types, and specialized services like temperature control or oversized cargo handling.
Current dynamics and implications for carriers
Today, RFQs are often the first step in competitive procurement and are used not only by large shippers but also by SMEs and online marketplaces. Increased demand for transparency and breakdowns of costs means carriers must disclose base rates, fuel surcharges, accessorials, detention and demurrage rules, and any special handling fees. For freight carriers, this evolution affects operational planning and potential income:
- Pricing discipline: A standardized RFQ reduces guesswork and forces carriers to price each component accurately.
- Margin management: Detailed line items make it easier to justify higher charges for complex services, improving margin protection when used correctly.
- Opportunity selection: Carriers that present transparent, complete RFQs can win higher-quality loads and reduce disputes.
- Administrative load: Preparing granular responses requires time and systems – smaller carriers may need templates or TMS support to compete.
All of this directly impacts potential income: carriers that can quickly produce accurate, transparent quotes are more likely to secure profitable contracts and avoid post-contract adjustments that erode margins.
Key RFQ components that affect carrier profitability
Carriers should expect RFQs to request a consistent set of data points so that shippers can compare offers reliably. These components include:
- Exact routes and mileage (origin, intermediate stops, destination)
- Volumes and weight per shipment and per week/month
- Service requirements such as delivery windows, lift-gate, palletization, and temperature control
- Equipment type (e.g., 20ft container, 40ft container, curtain-side truck, flatbed)
- Cost breakdown (base rate, fuel surcharge, tolls, port fees, accessorials)
- Payment terms and penalties for detention, late delivery, and claims
Creating a detailed, standardized RFQ template
A robust RFQ template is the core tool for enabling apples-to-apples comparisons. The template should be machine-parsable and human-readable, with clearly labelled fields so carriers can fill in consistent information quickly.
Suggested RFQ structure
| Section | Purpose | Example fields |
|---|---|---|
| Header | Identify the tender and timelines | RFQ ID, Issue date, Response deadline |
| Route & Schedule | Define lanes and pickup/delivery windows | Origin address, Destination address, Transit time |
| Volume & Packaging | Clarify handling and load factors | Pieces, Pallets, Weight per piece, Dimensions |
| Service & Equipment | Specify equipment and special needs | Equipment type, Temperature control, Lift-gate |
| Cost Breakdown | Require line-item pricing for comparison | Base rate, Fuel surcharge, Tolls, Accessorials |
| Terms & SLAs | Define expectations and penalties | Payment terms, Claims process, On-time delivery SLA |
Checklist for RFQ issuers
- Use precise addresses and declared Incoterms.
- Request a consistent currency and validity period for all quotes.
- Mandate a standardized cost breakdown to reveal hidden charges.
- Include expected volumes over a defined period to allow capacity planning.
- Provide contact details for clarification to speed up bidding.
How marketplaces and technology support better RFQs
Modern logistics platforms make it easier to distribute RFQs, collect structured responses, and automate comparisons. By hosting templates and sending machine-readable tenders, these systems reduce administrative friction for both shippers and carriers. They also enable historical benchmarking, so tender issuers can evaluate offers against past performance and market rates.
