Practical steps to speed up customs clearance in Poland

Immediate regulatory essentials for clearing goods in Poland

Polish customs requires a valid EORI number and submission of import declarations through the EU systems such as ICS (Import Control System) and NCTS (New Computerised Transit System). Correct assignment of CN/HS codes and tariff measures in the EU TARIC database determines duty rates, VAT treatment and whether additional licences or certificates are mandatory; errors in classification are a primary cause of holds, post-clearance adjustments and administrative fines.

Core documents and electronic declarations

Accurate documentation speeds release and reduces the risk of penalties. Use electronic filing wherever possible; Poland accepts and increasingly prefers digital submissions to national and EU customs platforms.

Document	When required	Who typically prepares it
EORI registration	Before first import/export within the EU	Importer / customs broker
Import declaration (SAD/ICS)	On arrival / before release for commercial shipments	Licensed customs agent or importer
Commercial invoice & packing list	Always	Exporter / shipper
Certificates (CE, phytosanitary, EUR.1)	When product category or preferential rules apply	Exporter / specialised agencies

Electronic systems and messages

Declarations and transit messages flow via EU-wide systems. Submissions must match the physical shipment and commercial documentation. Discrepancies trigger controls under the Import Control System or local Polish customs checks, which extend lead times and increase cost.

Step-by-step checklist to simplify clearance

• Verify EORI: confirm the importer’s EORI is active and matches company details.
• Classify accurately: use the correct CN/HS code and confirm corresponding duties and restrictions in TARIC.
• Prepare complete paperwork: commercial invoice, packing list, transport documents (CMR/BL), and any licences or certificates.
• Choose licensed customs representation: authorized customs brokers prepare and submit declarations, handle queries and represent the importer before customs authorities.
• Use pre-lodgement: submit import declarations electronically ahead of arrival when permitted to reduce dwell time at ports and terminals.
• Consider customs procedures: bonded warehousing, inward processing, or customs suspensions can defer duties or VAT where eligible.
• Maintain audit-ready records: invoices, transport documents and communications for at least the statutory retention period.

Practical handling tips by transport mode

Road shipments require accurate CMR/CDN data and clear truck manifests for terminal processing; maritime container importers must ensure the booking reference and bill of lading details are harmonised with the electronic declaration; courier and parcel shipments use simplified clearance flows but still require correct commodity descriptions and value declarations to avoid additional duties or returns.

Common pitfalls and how to avoid them

• Misclassification of goods — consult HS annotations and TARIC notes or get a binding classification decision to secure predictability of duty treatment.
• Incomplete or inconsistent invoices — ensure invoice totals, unit values and currency match the declaration and transport documents.
• Missing licences or certificates — check product-specific rules (e.g., pharmaceuticals, foodstuffs, electronics) ahead of shipping.
• Relying on verbal instructions — always document any customs strategy (e.g., valuation method or preferential origin claim) to defend post-clearance audits.
• Late submission — late or manual filings can result in physical controls and significant detention costs at terminals.

When to use bonded solutions and fiscal representation

For importers seeking cash-flow relief or deferred duties, customs warehousing and inward processing regimes in Poland allow storage or processing under suspension of import duties and VAT. Companies without EU tax presence should consider fiscal representation to meet VAT obligations and simplify compliance for high-frequency imports.

Selecting a licensed customs broker

Choose a broker with demonstrated experience in your commodity sector, transparent fee structures, and secure electronic connectivity to EU customs systems. A broker should provide real-time updates, classification support and post-clearance audit assistance.

How GetTransport can help carriers and small importers

GetTransport offers carriers and smaller importers access to a global marketplace that connects them with profitable transport orders and verified shippers. The platform’s flexible approach and modern technology enable carriers to filter opportunities by route, equipment type and margin, allowing them to influence income and choose orders that optimise utilisation and reduce idle time. For importers, GetTransport can streamline the tendering of transport and warehousing services, helping to coordinate pre-lodgement and pick-up timings that minimise terminal dwell and demurrage fees.

By offering transparent offers and verified counterparties, GetTransport reduces dependence on a small number of large contractors and gives smaller operators the chance to grow their freight portfolios while maintaining compliance with customs-related timing constraints.

Operational KPIs and monitoring

Track clearance performance using a few practical KPIs: average time from arrival to release, percentage of shipments requiring physical inspection, number of post-clearance adjustments, and cost per container for customs-related delays. Continuous monitoring helps identify recurrent classification or documentation errors and supports targeted corrective actions.

Optional industry fact

Companies that pre-lodge accurate electronic declarations and use licensed customs brokers typically see measurable reductions in terminal dwell times and lower incidence of post-clearance penalties — a clear operational incentive to invest in proper customs processes.

Key highlights: correct EORI use, accurate CN/HS classification, electronic pre-lodgement, and licensed customs representation are the fastest ways to reduce Polish customs delays and unexpected costs. Even with the most thorough reviews and detailed feedback, nothing replaces direct experience with a broker or procedural flow; personal trials reveal timing and cost nuances that generic guidance cannot fully capture.
