Poland's Truck Driver Shortage and Industry Response

Immediate operational impacts on cross-border corridors
Operators on the Poland–Germany and Poland–Benelux corridors report a pronounced deficit of experienced HGV drivers, driving up spot rates, increasing % of empty return legs, and extending lead times for time-sensitive freight. Port feeder traffic and container yards in Gdańsk and Gdynia have recorded longer dwell times for loaded ISO containers as carriers struggle to staff scheduled departures, directly affecting container transport and regional distribution flows.
Key drivers of recruitment and retention challenges
Several structural factors converge to create recruitment pressure:
- Aging workforce: A high average driver age concentrates replacement needs over a short horizon.
- Competitive labor markets: Logistics competes with manufacturing and services for seasonal and permanent workers.
- Regulatory compliance: Increased requirements for digital tachographs, driver CPC renewals, and cross-border social rules raise training costs.
- Cost pressure: Tighter margins reduce the ability of small and mid-size hauliers to offer premium packages.
Recruitment bottlenecks by segment
Recruitment gaps are most acute in three segments: long-haul container trucking, refrigerated distribution for perishables, and multi-drop urban delivery. Each segment demands different skill sets — cross-border paperwork and language competence for international haulage, temperature-control expertise for reefers, and tight time-window management for last-mile parcels.
Operational consequences for carriers and shippers
Short-term consequences include increased reliance on subcontractors, higher spot-market freight rates, and greater lead-time volatility. For shippers, this translates into less reliable ETAs, higher contingency inventory, and potential re-routing costs for urgent shipments. For carriers, understaffing heightens fleet idling risk and can erode service contracts.
Quantifying the effect
| Metric | Observed change | Impact area |
|---|---|---|
| Empty return runs | Increase | Fuel and operational cost |
| Average delivery lead time | Extended | Customer service & inventory |
| Spot rate volatility | Higher | Freight budgeting |
Training, certification and regulatory pressure
Compliance with driver CPC, digital tachograph rules, and evolving social legislation creates a dual need: investment in formal training and ongoing in-cab technology support. Smaller fleets face disproportionate administrative burdens, which can deter recruitment and elevate indirect hiring costs.
Training pathways and retention levers
Effective interventions include structured apprenticeship programs, modular refresher courses for tachograph and HOS rules, and targeted language training for drivers on international routes. Retention strategies that show measurable improvement are:
- Performance-based pay and transparent bonus systems
- Predictable rosters and guaranteed home time
- Professional development and clear career pathways (trainer, fleet manager)
- Support services: medical checks, mental health access, and assistance with licensing renewals
Technology and operational redesign
Digitization offers mitigation pathways. Route optimization and load consolidation reduce required driver hours per tonne; telematics enable predictive maintenance to maximize uptime; and freight-matching platforms can reduce empty miles. Pilots with semi-automated loading systems and yard management software also accelerate turnaround at terminals.
Practical steps carriers can implement now
- Audit key lanes to prioritize recruitment (high-frequency, low-margin vs. strategic lanes).
- Invest in short modular training tied to immediate operational needs.
- Leverage digital marketplaces to secure backhauls and reduce empty runs.
- Introduce transparent pay bands and scheduling guarantees to improve retention.
How market platforms and freight exchanges change the equation
Freight marketplaces reduce search friction for both shippers and carriers. By providing real-time load boards, verified requests, and credit information, platforms enable smaller operators to access a broader mix of container freight and full-truckload work without the overhead of large broker networks. This can smooth demand peaks and allow carriers to bid selectively on lanes that optimize profitability.
Table: Platform benefits vs. traditional procurement
| Feature | Freight platform | Traditional procurement |
|---|---|---|
| Speed to book | Minutes to hours | Days to weeks |
| Transparency | High (ratings, history) | Lower |
| Flexibility | High (spot & contract) | Typically fixed |
Recruitment models that align with logistics realities
Successful carrier recruitment aligns compensation, scheduling, and professional development with expected operational patterns. For example, offering defined cross-border rotations for drivers dedicated to container runs reduces unpredictability and improves compliance with EU social rules.
Optional fact: labor and logistics analysts estimate that reducing empty miles by 10–15% on major corridors can cut operator fuel and labor costs materially and significantly improve driver work-life balance, making roles more attractive to recruits.
How GetTransport can help carriers adapt
GetTransport offers a flexible technology layer connecting carriers with verified container freight and partial-load requests worldwide. By enabling dynamic matching of available capacity to profitable orders, the platform helps carriers control their utilization, reduce empty runs, and diversify revenue streams beyond a few large contracts. Features such as real-time load feeds, carrier rating systems, and routing suggestions allow operators to select orders that match driver availability and equipment type, minimizing dependence on a single client’s policies.
For small and medium fleets, these capabilities translate into greater resilience: improved cash flow from reliable short-term bookings, reduced recruitment pressure through better utilization of existing drivers, and lower margin erosion from idle assets.
