Insurance Coverage for Household Moves

Carrier liability baselines and valuation methods
Interstate carriers commonly default to a limited liability calculated on a per-pound basis unless the shipper elects a higher valuation: in many jurisdictions that baseline equals approximately $0.60 per pound per article. That valuation framework determines the maximum recovery a shipper can expect when belongings are lost or damaged in transit, unless a different protection option is purchased or a third-party insurance policy is in place.
Types of protection for household moves
Household moving coverage typically falls into three categories, each with distinct operational and accounting implications for logistics providers and shippers.
Released value (carrier liability)
Released value is the default protection offered by many carriers. It limits carrier liability to a nominal amount per pound per item. This option reduces carrier exposure and can lower base transport rates, but it exposes shippers to larger out-of-pocket losses for high-value items.
Full value protection (carrier-provided)
Full value protection obliges the carrier to repair, replace, or make a cash settlement for items lost or damaged during the move. Premiums for this coverage are typically calculated as a percentage of declared shipment value, and carriers require a formal inventory and valuation declaration before pickup.
Third-party insurance
Third-party insurance policies are procured separately from specialized insurers or brokers. They can cover gaps in carrier liability, including higher limits, coverage for packing errors by the carrier, and protection for high-value belongings not fully covered under carrier terms. For cross-border moves, third-party policies often provide more consistent international coverage than domestic carrier terms.
Comparative overview
| Coverage Type | What it Covers | Liability Basis | Typical Cost | Pros / Cons |
|---|---|---|---|---|
| Released Value | Basic loss/damage per item | Per-pound per-article | Usually included | Low cost; low payout limits |
| Full Value (Carrier) | Repair/replace/cash settlement | Declared value of shipment | Percentage of declared value | Stronger protection; higher premium |
| Third-Party Insurance | Custom coverage; higher limits; international | Policy terms | Varies by insurer and valuation | Flexible; may cost more; independent claims |
Operational and documentation requirements
To maximize the chance of a successful claim, logistics providers and shippers should observe several operational steps.
- Detailed inventory: A room-by-room inventory with item descriptions and photos at pickup.
- Declared valuation: Written declaration of the total shipment value and any high-value items listed separately.
- Packing standards: Use of professional packing materials and methods; mark fragile items explicitly.
- Bill of lading: Ensure all valuation choices and coverage selections are documented on the bill of lading and signed by both parties.
- Immediate inspection: Note visible damage on delivery receipts; obtain driver acknowledgment.
Steps to file a claim
- Notify the carrier in writing within the carrier's published time limit (often 9 days for visible damage and 30-60 days for concealed loss).
- Preserve packaging and damaged items for inspection.
- Submit the inventory, photos, purchase receipts, and bill of lading.
- Cooperate with carrier or insurer inspections and appraisals.
- If denied, consider mediation, arbitration, or small-claims action as specified in contract terms.
Exclusions, deductibles and practical limitations
Most policies and carrier protections contain exclusions: wear and tear, pre-existing damage, infrequently used items, perishables, and certain high-value collectibles may be limited or excluded. Deductibles may apply to third-party policies, and carrier policies sometimes exclude damage caused by improper packing if carrier did not pack the item.
International moves and customs considerations
International household shipments must reconcile insurance declarations with customs valuations. Underdeclaring value can yield customs penalties and undermine insurance recoveries. For containerized international shipments, container manifests, packing lists, and valuation certificates should align across carrier, insurer, and customs documentation to reduce likelihood of rejected claims.
Cost drivers and risk management for carriers
Premium-setting for full-value or third-party insurance reflects declared shipment value, origin-destination risk, accessorial events (stairs, long carries), and seasonality. Carriers that invest in standardized packing procedures, driver training, and digital inventory tools reduce claim frequency and severity, improving their loss ratios and operational margins.
Practical checklist for shippers and movers
- Obtain written quotes showing coverage types and limits.
- Photograph all items before packing.
- Request a sample claims process and typical turnaround times.
- Consider Third-party coverage for high-value or international relocations.
- Verify that the bill of lading clearly records the elected valuation.
Industry context and statistics
Industry surveys indicate that household moves typically generate a low percentage of formal claims—often in the range of 0.5% to 2% of shipments—but a small number of high-value claims can represent a disproportionate share of total payouts. Efficient documentation and stronger packing practices are consistently shown to reduce claim frequency and settlement amounts.
