Mitigating Poland's Truck Driver Shortfall for Efficient Freight

Poland's freight network is operating with a shortfall measured in tens of thousands of heavy goods vehicle (HGV) drivers, with persistent vacancies forcing carriers to extend shifts, reallocate fleets, and accept longer turntimes for regional and international container transport and cargo deliveries.

Current operational impact on road haulage and last-mile delivery

Fewer available drivers translates into tighter capacity for both scheduled and ad hoc services. The immediate operational effects include increased empty-run ratios, reduced fleet utilization, and higher reliance on overtime and subcontracted services. These changes raise per-shipment costs for container trucking and pallet deliveries, while also magnifying vulnerability to peak-season demand and regulatory constraints such as driving-time limits.

Key supply-chain consequences

• Longer transit times: Reduced driver availability often means goods are consolidated into fewer runs, delaying shipment and distribution cycles.
• Cost inflation: Wage premiums, agency fees, and deadhead miles increase unit transport costs.
• Route fragility: Single-driver dependencies on key corridors amplify the risk of missed delivery windows.
• Capacity shifting: Freight shifts from road to alternative modes (rail, intermodal) when feasible, creating modal bottlenecks.

Root causes affecting recruitment and retention

Several structural and market factors reduce the labor pool for professional drivers in Poland:

• Demographics: An aging driver workforce with insufficient younger entrants.
• Training barriers: Time and cost to acquire licenses and certified qualifications act as entry hurdles.
• Working conditions: Long tours, limited predictability, and insufficient on-route amenities.
• Competitive markets: Cross-border demand for drivers draws labor away to higher-paying routes.

Recruitment: practical interventions

Recruitment efforts tailored to logistics realities can reduce the vacancy gap:

• Offer apprenticeship pipelines in partnership with vocational schools to shorten time-to-hire.
• Subsidize training and license costs to lower entry barriers.
• Introduce flexible shifts and split-tour patterns to attract part-time drivers and older workers.
• Provide clear career progression—e.g., driver-to-dispatch or fleet-supervisor tracks.

Retention strategies that support sustainable operations

Retention is as important as recruitment for maintaining consistent capacity. Companies that reduce turnover secure higher productivity and lower per-unit transport costs.

Core retention measures

• Competitive pay packages tied to on-time performance and safety metrics.
• Improved working conditions: better cab ergonomics, scheduled home time, and access to sanitary and rest facilities.
• Benefits beyond pay: healthcare, vehicle allowance, and pension contributions to raise employee lifetime value.
• Recognition and training: continuous upskilling in digital tools, telematics, and compliance for career development.

Smarter route design to maximize scarce driver hours

Optimizing route design can recover capacity even without immediate headcount increases. Route engineering focuses on reducing dwell time, limiting deadhead, and balancing load density across networks.

Techniques to improve route efficiency

• Consolidation planning to maximize fill rates for container and pallet shipments.
• Dynamic routing using real-time traffic and delivery-window constraints.
• Hub-and-spoke adjustments to shorten urban last-mile legs and preserve highway efficiency.
• Predictive scheduling based on demand forecasting and driver availability profiles.

Sample comparison: measures vs. logistics effect

Measure	Operational impact	Expected time to effect
Driver apprenticeships	Expands entry pipeline; reduces agency costs	6–18 months
Flexible shifts	Improves retention; attracts part-time staff	1–3 months
Dynamic routing software	Reduces deadhead; improves utilization	Immediate to 3 months
Pay and benefits uplift	Lowers turnover; increases costs short-term	1–6 months

Regulatory, training, and cross-border considerations

Regulatory compliance—including driver hours, Tachograph rules, and licensing—affects usable capacity. Investments in training not only meet legal requirements but also improve safety and on-road efficiency, which supports insurance and operating-cost reductions. For operators engaged in international transport, harmonizing driver documentation and ensuring language-capable crews reduces friction at borders.

How digital adoption changes the equation

Telematics, load-matching platforms, and automated dispatch reduce administrative overhead and amplify the productivity of each driver. Smart scheduling and predictive analytics allow fleet managers to align driver availability with demand peaks, minimizing overtime and subcontractor reliance.

Industry estimates indicate Poland’s shortage ranges in the tens of thousands of drivers, a scale that meaningfully alters domestic and cross-border logistics flows. In response, carriers should combine short-term tactical responses (overtime, subcontracting) with medium-term investments (training, route redesign, recruitment pipelines) to restore and grow capacity.

How GetTransport supports carriers under driver pressure

GetTransport provides a global marketplace that enables carriers to selectively accept the most profitable orders, optimize route density, and reduce idle running. The platform’s access to verified freight requests allows smaller operators to scale capacity without taking long-term corporate commitments. By offering flexible order selection and real-time matching, GetTransport helps carriers influence income streams and decrease dependence on a few large shippers' policies—an important lever when driver availability is constrained.

Operational advantages of a marketplace approach

• Order visibility: access to varied container freight and corridor-specific loads.
• Revenue optimization: choose higher-margin shipments to offset driver scarcity.
• Network effects: faster reallocation of assets across regions to meet demand spikes.
• Transparency: clear terms and verified requests reduce risk in subcontracting.

Practical checklist for carriers and shippers

• Audit current driver utilization and calculate true cost-per-mile including downtime.
• Apply route-engineering to lower empty kilometers and increase fill rates.
• Invest in partnerships with local training centers to secure a hiring pipeline.
• Integrate marketplace tools to access flexible demand and reduce exposure to seasonal shocks.

Short forecast: the shortfall in Poland will continue to pressure European road freight rates and push modal shifts in certain lanes. If this challenge proves insignificant for particular global corridors, it still materially affects regional carriers and last-mile operations in Poland. GetTransport remains attentive to these developments and helps carriers adapt by offering flexible freight access and routing options.
