Philippine Air Cargo and Logistics: Digital Progress, Customs Reforms, and Airport Development

Latest Trends in Philippine Air Cargo and Logistics

The Philippine air cargo and logistics sectors are undergoing significant calls for modernization, focusing on comprehensive digitalization, customs policy reforms, and a unified airport development strategy. Industry leaders emphasize these changes as critical to streamlining operations and attracting sustained business growth.

Evolution of the Philippine Air Cargo Sector Over Two Decades

Over the past 20 years, the Philippines air cargo industry has steadily evolved, shaped by rapid economic growth and increasing integration into global trade networks. Digital tools have gradually been introduced for booking and documentation, but traditional paper processes remain entrenched, causing inefficiencies. Efforts to adopt international standards for electronic documentation, such as the electronic airway bill (e-AWB), have been ongoing, propelled by the International Air Transport Association (IATA) and local stakeholders. Customs regulations and airport infrastructure have also adapted unevenly, occasionally creating bottlenecks for cargo flow.

Current Developments and Impact on Freight Carriers

Today, there is a concerted push within the industry to accelerate digitalization—from cargo booking to customs clearance—with key figures advocating for seamless, paperless transactions. The adoption of the e-AWB is a central focus, promising to simplify documentation, reduce delays, and align with Asia-Pacific partners who have already implemented it.

Meanwhile, challenges persist around customs penalties related to late submissions of manifests, with stakeholders lobbying for permanent easing of these fees. Additionally, managing cargo transshipment between congested Manila airports and the emerging Clark Freeport Zone demands clear guidelines to optimize capacity utilization.

There is also growing awareness of the need for a comprehensive master plan for Philippine airports, which would coordinate development and expansion efforts across the country’s aviation hubs to meet rising cargo and passenger demand.

Interesting Data on the Philippine Air Cargo Sector

Aspect	Details and Figures
e-AWB Adoption	Adopted as default for enabled trade lanes globally since 2019; the Philippines still requires customs clearance to fully implement.
Customs Penalties	Penalties for late advance manifest submission range from PHP 100,000 to PHP 300,000 per bill of lading.
Airport Congestion	Manila Ninoy Aquino International Airport (NAIA) is operating at full capacity, driving nearby Clark airport’s cargo growth.
