Dutch Requirements for Cosmetic Storage and Transport

EU regulatory baseline and immediate logistics implications

Regulation (EC) No 1223/2009 mandates that any cosmetic product placed on the EU market must have an EU-based Responsible Person (RP), a complete Product Information File (PIF), and a qualified safety assessment. For logistics operators in the Netherlands this translates into specific obligations: ensuring that storage conditions preserve declared shelf life, maintaining traceability for recalls, and safeguarding labeling integrity during handling, cross-docking and last‑mile delivery.

Storage requirements: temperature, humidity and contamination control

Most finished cosmetics are sensitive to temperature fluctuations and humidity. Warehouses handling skin care, makeup and serums should implement monitored climate control and zoned storage. Recommended practical controls include:

• Continuous temperature monitoring with alarms for excursions;
• Relative humidity control to prevent formulation destabilization and microbial growth;
• Segregated shelving for opened vs. unopened bulk packs and for products requiring refrigeration;
• Clean storage areas with pest control records and documented cleaning schedules.

Cold-chain storage is not universally required for cosmetics, but products with natural preservatives, live cultures, or certain actives (e.g., peptides) may require refrigeration or controlled ranges typically between 2–8 °C or 15–25 °C depending on manufacturer specifications. Logistics providers should store and transport to the manufacturer’s specified conditions in the PIF to avoid liability for spoilage.

Impact on warehouse layout and inventory management

Implementing climate zones affects pallet racking choices, FIFO/FEFO operation, and inventory buffers. Automated alerts linked to Warehouse Management Systems (WMS) help reduce manual error and speed up decision-making for at‑risk stock.

Transport considerations: from port to last mile

In the Netherlands, major hubs like Rotterdam and Schiphol handle large cosmetic import volumes. Transporters must translate storage rules into actionable transit protocols:

• Use of refrigerated containers (reefers) or temperature‑controlled trailers when required;
• Continuous temperature and humidity logging devices for longer intermodal legs;
• Tamper-evident seals and secure palletization to protect labeling and packaging;
• Defined handling instructions on shipping labels and transport documents to ensure consistent handoffs.

Dangerous goods and compound shipments

Certain cosmetic items (e.g., aerosols, flammable solvents in nail products) may fall under ADR/IMDG or air transport dangerous goods rules. Carriers must screen shipments and apply the appropriate transport classification, labeling and documentation when required.

Labeling, documentation and traceability

Compliance in transit depends as much on documentation as on physical conditions. Key documents and systems include:

• Product Information File (PIF) access for the RP and logistics partners on request;
• Clear shipping labels listing batch number, expiry date, storage conditions and handling instructions;
• Electronic traceability records (WMS, TMS) capturing chain-of-custody, temperature logs and delivery confirmations;
• Customs declarations and commodity codes for non-EU imports; within the EU, movements bypass customs but still require regulatory compliance documentation on demand.

Requirement	Operational measure	Logistics impact
Temperature-sensitive products	Reefers, data loggers, zoned storage	Higher transport costs, stricter routing
Labeling & PIF availability	Document management, digital access	Administrative workload, audit readiness
Hazardous components (aerosols)	ADR/IMDG classification, training	Limited carrier options, special permits

Packaging, palletization and distribution best practices

Correct packaging and distribution handling directly reduce damage and returns. Practical recommendations:

• Use inner packaging to protect glass and fragile components;
• Stabilize pallets with banding and corner protection to prevent movement;
• Implement inventory segregation for promotional SKUs vs. regular stock to prevent misshipments;
• Apply barcodes or RFID for instant identification and automated reconciliation at cross-dock points.

Return logistics and quality control

Reverse logistics for cosmetic returns demands verification against the PIF and inspection for tampering or expiry. A clear returns policy and inspection protocol reduce waste and protect brand integrity.

Risk management and compliance checklist for carriers

Carriers and third‑party logistics providers should operate to a compliance checklist that includes:

• Verification of the RP and availability of PIF copies on request;
• Temperature and humidity monitoring with documented corrective actions;
• Personnel training on handling cosmetic goods and dangerous components;
• Insurance cover for spoilage, contamination and transit damage;
• Periodic audits and supplier qualification reviews.

Operational checklist (quick reference)

• Confirm storage/transport temperature range from PIF or label.
• Attach tamper-evident seals and record serial numbers.
• Start continuous data logging at pickup and preserve logs until delivery.
• Ensure ADR/IMDG compliance if aerosols or flammable materials present.
• Upload all transport documents to TMS and notify the RP of arrival.

Market context: The EU cosmetics market is a significant segment of the consumer goods economy, estimated at around €80 billion annually, making efficient and compliant logistics in the Netherlands a competitive advantage for distributors and brands seeking rapid EU distribution and minimal recalls.

Carriers operating through Dutch gateways should invest in digital monitoring, standardized operating procedures and staff training to meet the regulatory and quality expectations of cosmetic manufacturers and Responsible Persons.

How GetTransport supports carriers under these conditions

GetTransport provides carriers with a flexible marketplace and modern technology that enable selection of the most profitable orders while reducing reliance on large corporate contracts. The platform supports integration of real-time tracking, temperature logging metadata, and document exchange so carriers can demonstrate compliance with PIF handling and storage requirements. By allowing carriers to filter and bid on shipments that match their equipment (e.g., reefers, ADR‑certified trailers), GetTransport minimizes empty miles and helps maximize revenue per trip.

The platform’s transparent job boards and verified shipment requests also help smaller carriers build direct relationships with shippers and RPs, expanding opportunities beyond fixed corporate lanes and enabling better margin control.
